IHS DFPC Operational Handbook
Background
The Division of Facilities Planning and Construction (DFPC) is part of the Indian Health Services (IHS) within the U.S. Department of Health and Human Services. This federal agency provides health services to American Indians and Alaska Natives. DFPC plans and directs program management for all IHS health care facility construction.
The Challenge
Develop, produce, and publish an operational handbook for IHS DFPC engineers to ensure the team has an informative and encompassing resource for the processes and information needed to do their jobs. The handbook aimed to establish a standard operating procedure (SOP) to meet the DFPC mission’s objectives.
The Process
The Nova Arc team met biweekly with the DFPC’s deputy commander, compiled existing materials and documents, and interviewed DFPC staff engineers and leaders to learn about their job responsibilities and about department and government processes.
The Results
Nova Arc produced a professionally designed 177-page operational handbook in printed and electronic formats. The electronic version contained a clickable table of contents, direct internal section cross-references, and live links to internal IHS SharePoint folders to let employees easily access forms, templates, and other process-specific details.
